Utility relocation on Fourth Street in downtown St. Paul has closed some sidewalks. But access is maintained to all businesses, including Amanda’s deli at the northwest corner of Fourth and Robert Street inside the east entrance of the First National Bank building where April Rangel (below) sells food to office workers and construction crews alike. Major Impacts

Robert Street from Kellogg Boulevard to Fifth Street in St. Paul will close for a week starting Nov. 7 and will reopen Nov. 15. Fourth Street between Minnesota and Jackson streets remains closed to traffic due to utility relocation for Central Corridor LRT construction. Fourth will close at Sibley Street starting Nov. 11.

Update Meeting

A meeting will be held from 9 to 11 a.m. Nov. 13 to update the public on utility relocation. It will be in First National Bank’s first-floor training room next to the bank’s west entrance at Fifth and Minnesota.

Traffic details for week of Nov. 9

  • Robert between Kellogg and Fifth Street will be closed from 6 a.m. Nov. 7 until 5 p.m. Nov. 15. For alternate routes, use Minnesota and Jackson
  • Robert from Fifth to Sixth remains open to one lane in each direction
  • Fourth is closed from Minnesota to Jackson. For alternate routes, use Kellogg or Fifth. Fourth will close on Nov. 11 west of the intersection with Sibley. The eastbound lane of Fourth will be closed from mid-block to Sibley. Traffic access to Fourth on this block will be maintained from Jackson.
  • The easternmost lane of Minnesota remains closed from just south of Fourth to mid-block between Fourth and Fifth.
  • Jackson is reduced to two lanes southbound from Fifth to Kellogg
  • The eastern half of Fourth between Minnesota and Cedar is closed. Access is maintained to the Capital City parking ramp and an open parking lot on the north side of Fourth
Sidewalk details for week of Nov. 9:

  • All sidewalks are open throughout the construction area, except the sidewalk from the south entrance of the First National Bank building on Fourth to the east entrance of the building on Robert. The south and east pedestrian entrances remain open.
  • All crosswalks at Robert and Fourth are closed. Alternate routes are the west side of Minnesota, either side of Fifth, either side of Jackson and either side of Kellogg
  • Starting Nov. 11, the sidewalk on the south side of Fourth will be closed from midblock between Jackson and Sibley to the Sibley intersection. For an alternate route, use the sidewalk on the north side of Fourth
  • Starting Nov. 11, the crosswalks on the north, west and south sides of the intersection of Fourth and Sibley will be closed. For an alternate route, use the crosswalk on the east side of the intersection
Bus Stop relocation details for week of Nov. 9:

  • Routes 68 and 71 southbound: Bus stop remains relocated from the middle of the block on the west side of Robert between Sixth and Fifth to just north of Sixth on the west side of Robert.  Please note that the crosswalk from the southwest corner of Sixth and Robert to the northwest corner is closed. Use the crosswalk on the other side of the intersection as an alternate route.
  • Routes 68 and 71 northbound: Bus stop remains in its regular location on the southeast corner of Robert and Sixth
  • Routes 16, 50 and 94: Passengers should continue boarding on the southeast corner of Minnesota and Sixth

Please don’t talk to crews or go around barriers into work zones. Construction hours will
generally be from 7 a.m. to 5 p.m. weekdays, but crews will be allowed to work from 7 a.m. to 10 p.m. seven days a week if needed. Schedules are subject to changes due to weather and other unforeseen circumstances! Check www.centralcorridor.org frequently for updates.

About the project: The Central Corridor Light Rail Transit Project will link downtown St. Paul and downtown Minneapolis along Washington and University avenues via the state Capitol and the University of Minnesota. Construction would begin in 2010 on the planned 11-mile Central Corridor line, with service beginning in 2014. The line would connect with the Hiawatha LRT line at the Metrodome station in Minneapolis and the Northstar commuter rail line, which will begin operation in late 2009, at the new Target Field Station. The Metropolitan Council will be the grantee of federal funds. The regional government agency is charged with building the line in partnership with the Minnesota Department of Transportation. The Central Corridor Management Committee, which includes commissioners from Ramsey and Hennepin counties, the mayors of St. Paul and Minneapolis and the University of Minnesota, provides advice and oversight.
